6.3.6. Is Japanese always written vertically top to bottom, from right to left?

No. As well as vertically top to bottom, from right to left (for example, novels, newspapers, magazines, manga etc), Japanese can also be written horizontally from left to right (for example, digital publications, email, printed advertisements, television subtitles, news headlines etc), OR, although getting less common, horzontally from right to left as well (can still be seen on shop signs for centuries-old shops and so on).

Whilst most printed Japanese nowadays are written horzontally from left to right, it is always good practice for a student learning Japanese to read and write vertically, since newspapers and novels are still printed vertically.
